We are making some changes to improve the plans for Hilltop.
The initial Reserved Matters application was submitted in May 2021 to secure the details on the layout, appearance, landscape and access arrangements. Following comments from consultees, including those representing the World Heritage Site (most notably the International Council on Monuments and Sites, or ICOMOS) and Cornwall Council, we have made changes to those elements of the application relating to the Hilltop. These changes include:
Moving the position of homes – the layout of the homes has been changed to avoid established viewing corridors within the World Heritage Site, between the quayside and the Hilltop.
Delivering more family homes – sizes of homes have been reduced to be more accessible for the local housing market, with fewer large executive homes and more homes for families. This has increased the number of homes on the site from 31 to 43, which is in line with the Outline planning permission which allowed for up to 55 homes on this site.
Reducing the development footprint by around 25% – we have introduced more semi-detached family homes in place of larger executive housing. Improvements to the layout, the reduction and removal reduction of garages has allowed us to group these homes into small clusters, leading to an overall smaller development footprint.
Landscape changes – the clustering of homes has increased the prominence and amount of dune landscape within the scheme. The scheme is designed to nestle new homes within this landscape, to reduce their visibility.
Biodiversity net gain – through the improvements to the landscape we have also improved the ecological value of the site.
The Council will soon undertake their own consultation on the revised plans, where members of the public can give their view. To view and comment on the application visit the Council’s website and search the application using the reference number PA21/04772.
