Our Plans
We’re a new, more experienced team here at Hayle North Quay and we’ve taken a fresh look at how to best deliver the project.
Since permission was granted in 2013, costs, market conditions and availability of labour have all changed. As things stand, we’re not able to deliver the plans without some changes.
So we’ve looked at the entire scheme again to see where we can make improvements to unlock progress.
Which include:
- More affordable family homes to help local people stay in Hayle.
- A 100-bedroom hotel to create jobs and attract year-round visitors.
- A permanent beach restaurant, wellness area and better facilities for fishermen and harbour users.
- Improved building, public space and parking design, bringing more spaces closer to the town centre.
- New flexible spaces for local businesses and clubs – supporting growth, creativity and community life.
Zone 1A – The Wharf
We’re proposing a new 100-bedroom hotel here, which sits within the approved building envelope. This replaces the 40-bedroom aparthotel previously planned in zone 6 and will deliver more jobs and year-round investment to Hayle. The hotel will have a ground floor bar/restaurant open to the wider community.
A car park will also be provided for the hotel and visitors.
The plans, which have been developed alongside Hayle Fishing Association will deliver a larger fishermen’s compound and an improved building designed to support everyday fishing activity. The layout prioritises operational needs, with HGV access fully assessed and confirmed.
There will also be a small area for the watersports clubs and organisations to set-down some of their equipment when using the slipway.

Zone 1B – The Wharf
This zone includes homes that are already complete, as well as areas where partially built basements are in place.
This area will form the heart of Hayle North Quay, with shops, cafés and the main public space brought together at ground level to create a lively, welcoming destination for residents and visitors.
New homes will sit above the commercial space in this zone.
Walking routes will be focused on the quayside, with new bus stops and short‑stay drop‑off points on North Quay Road.

Zone 2 – The Yards
This zone will be mostly two-storey terraced housing, with some flats. Houses have back gardens and two parking spaces outside of every property.
Building heights have been lowered in this zone when compared to the previously approved plans, and the overall development footprint reduced by 30%, allowing the area to feel more open.

Zone 3 – Chieftan’s Yard
Here, flats will be replaced by a new 90-space car park that will serve the development, Hayle Swimming Pool and the Town Centre.
The car park has been designed to meet Cornwall Council standards. This includes dedicated accessible spaces, electric vehicle charging and motorcycle parking.
Accessible spaces will be located close to the entrance for ease of use.
New planting along North Quay Road will help create a welcoming entrance and provide gentle screening.

Zone 4 – Hilltop
Planning approval for the reserved matters is in place and provides 43 homes which carefully respect key heritage views.
A new spine road will connect North Quay Road to zone 10 and will be built to adoptable standards.
New landscaping that respects the character of the area will be planted and this area will also include new children’s play space.
We will also be maintaining the proposed public walkways which will lead up to the Cricket Club.

Zone 6 – Western Gateway
The number of buildings in this zone has been reduced and will now deliver three buildings set within a much more open landscape. In total, it will provide 42 new apartments, including one-, two-and three-bedroom homes.
The apartment building is designed to sit gently into the landscape, with a planted courtyard inspired by the coastal setting.
A permanent Gilbert’s beach‑side café will now be delivered. It will have space at the first-floor level that can be hired by local community groups and a timber terrace overlooking the beach and the estuary.
A dedicated wellness area will be created for Escape to the Sauna, supporting health and wellbeing by the beach.
Zones 7, 8 and 9 – Eastern Gateway, the Stable Block and East Quay
We’re proposing to preserve these zones for use by Hayle Harbour. We’re preparing a harbour vision document, in collaboration with Harbour stakeholders that sets out a long-term ambition to create a resilient and well-functioning harbour, that allows the yearly £200,000 World Heritage Levy to be best used.
East Quay (zone 9) will become the main operational hub for harbour activity. The area will be organised into a safe, secure and efficient compound to support craning, vessel maintenance, storage and increased dry berthing. Space will be kept clear for lifting and manoeuvring, with neighbouring access rights maintained. There is also potential for a small scale marine fuel facility, subject to design, safety and environmental considerations.

Zone 10 – Riviere Fields
In Zone 10, the plans will deliver more family homes to meet local needs, by replacing almost all of the previously approved apartments. Homes will be two storeys rather than three, helping the area sit more comfortably with the surrounding neighbourhood. Small changes to the landscaping will also improve how this part of the site looks and feels.
The spine road connecting the development here will be delivered to Cornwall Council’s adoptable standards and there will be exit-only bus and emergency vehicle access into Phillack.
Zone 10 – Riviere Fields – Master Plan
Zone 1 – Wharf
We’re proposing a new, traditional 100-bed hotel (instead of the 40-bed aparthotel). This will deliver more jobs, more year-round visitors and more spending in the local area.
We’re also making tweaks to the area by the quayside. We’re working with fishermen and harbour users to make their area more practical and improving public space to make the waterside more inviting. We also plan to improve the car park in front of the hotel.
Finally, we’re delivering the same number of homes in this zone, but we’re redesigning the internal layouts of the partially constructed buildings to make way for the hotel and a tweaked commercial
space layout.
Zone 2 – The Yards
We’re replacing flats and commercial space with more traditional family homes in a terrace-style layout set in new landscaping.
This will mean that commercial space is better concentrated by the waterside, hotel and public space.
Zone 3 – Chieftain’s Yard
We’re relocating flats to zone 6 and adding a new car park to provide parking closer to shops, the waterfront, swimming pool and town centre.
Zone 4 – Hilltop
Hilltop is already evolving under a more thoughtful, sustainable design. Planning approval for the reserved matters is in place. The previous idea of larger executive homes have been replaced with more suitable family homes. The new homes will carefully respect heritage views and strengthens landscaping across the site.
We will also be maintaining the proposed public walkways which will lead up to the Cricket Club.
Zone 6 – Western Gateway
We’re replacing the consented 40-bed aparthotel with new homes and parking whilst now delivering a permanent beach bar and restaurant, with wellness and leisure areas.
Zone 10 – Riviere Fields
We’re revising layouts to remove all proposed flats and provide more family homes, meeting local needs and delivering affordable housing.
