Our Driving Principles
We’re a new, more experienced team here at Hayle North Quay and we’ve taken a fresh look at how to best deliver the project.
Things have shifted a lot since the original permission was granted in 2013 – construction costs are up, the cost of borrowing is up, the market and demand has changed and finding local labour is tougher.
The current planning permission is too costly to deliver and without some small changes we won’t be able to deliver the project.
So, we’re proposing to make some changes which we are hoping to submit in the spring, that are all in line with the outline planning permission to deliver:
- More family homes
- Better commercial space for local businesses and more employment opportunities
- A 100-bedroom hotel
- Plans that support the harbour and respect heritage
- A waterside destination
What’s Changing — and Why Now?
A new team is leading the delivery of the rest of the development. We’ve reviewed plans and finances and with rising costs and borrowing rates, some changes are essential to keep the project moving.

- Improved building, public space and parking design, bringing more spaces closer to the town centre.
- New flexible spaces for local businesses and clubs – supporting growth, creativity and community life.
- 520 new homes with 93 affordable homes
- 2048 sqm of retail space, commercial/office space
- 343 sqm of industrial space for the fishing industry
- 40-bed hotel
- 195 sqm community hall and 2739 sqm of community space including art gallery and workshops at East Quay
- 186 sqm of sports/leisure space

Zone 1 – Wharf
We’re proposing a new, traditional 100-bed hotel (instead of the 40-bed aparthotel). This will deliver more jobs, more year-round visitors and more spending in the local area.
We’re also making tweaks to the area by the quayside. We’re working with fishermen and harbour users to make their area more practical and improving public space to make the waterside more inviting. We also plan to improve the car park in front of the hotel.
Finally, we’re delivering the same number of homes in this zone, but we’re redesigning the internal layouts of the partially constructed buildings to make way for the hotel and a tweaked commercial space layout.
Zone 2 – The Yards
We’re replacing flats and commercial space with more traditional family homes in a terrace-style layout set in new landscaping.
This will mean that commercial space is better concentrated by the waterside, hotel and public space.
Zone 3 – Chieftain’s Yard
We’re relocating flats to zone 6 and adding a new car park to provide parking closer to shops, the waterfront, swimming pool and town centre.
Zone 4 – Hilltop
Hilltop is already evolving under a more thoughtful, sustainable design. Planning approval for the reserved matters is in place. The previous idea of larger executive homes have been replaced with more suitable family homes. The new homes will carefully respect heritage views and strengthens landscaping across the site.
We will also be maintaining the proposed public walkways which will lead up to the Cricket Club.
Zone 6 – Western Gateway
We’re replacing the consented 40-bed aparthotel with new homes and parking whilst now delivering a permanent beach bar and restaurant, with wellness and leisure areas.
Zone 10 – Riviere Fields
We’re revising layouts to remove all proposed flats and provide more family homes, meeting local needs and delivering affordable housing.
